Lessons learned in a large-scale C-ITS deployment

The Dutch Talking Traffic program, a major smart mobility initiative, focuses on deploying Cooperative Intelligent Transport Systems (C-ITS) services at scale. Data quality control was critical to realising this ambitious project.

 

Highlighting a three-year journey, the program evolved from initial quality arrangements to continuous data quality control. Key elements include KPIs, quality control policies, and diagnostics within the program’s ecosystem.

Requirements for large-scale C-ITS deployment

The digitalisation of infrastructure and connected mobility holds the promise of fundamental breakthroughs, making mobility safer, more sustainable, and more efficient. These advancements not only benefit the authorities in terms of cost efficiency but also profoundly impact society. The societal benefits have been demonstrated and proven repeatedly in pilots and proof of concepts. However, structural and consistent data quality control is essential to realise these benefits on a large scale.

From this project, we learned about the need for:

  • standardised technical agreements,
  • testing processes,
  • and organisational requirements.

A large audience of road users

Whenever quality control is lacking or missing, getting services to a large audience of road users is difficult. For these reasons, the Netherlands carefully designed and realised a set of data quality rules and control mechanisms for their Talking Traffic program, an ambitious smart mobility program to bring C-ITS services to large-scale deployment.

Continuous evaluation

Continuous evaluation has led to updates in technical standards and product certification, as well as the establishment of a testbed for integration testing and certification. The role of service management in data quality is crucial, as underscored by a standardised Management and Maintenance (M&M) contract. This contract aligns with KPIs monitored by the central platform, ensuring the reliability and quality of our services.

The result is a thriving Talking Traffic ecosystem, potentially the largest C-ITS deployment globally. The documented standards and processes offer valuable insights for other regions seeking large-scale C-ITS deployment and its associated benefits.
