First edition UDAP Impact Report

Introducing the UDAP Impact Report
Every month, digital infrastructure in The Netherlands enables more than 1,000 hours of time savings for emergency services, delivers real-time information to over 4 million connected road users, and creates an estimated €2.07 million in annual societal value through Emergency Vehicle Alerts alone.
Behind these results are more than 30 billion real-time data messages processed every month, with 100% of messages processed within 100 milliseconds.
These are not projections or pilot results. They are based on operational data from Europe’s largest connected mobility ecosystem.
Making the invisible visible
The Dutch Urban Data Access Platform (UDAP), commissioned by the Ministry of Infrastructure and Water Management, has grown into Europe’s largest operational connected mobility ecosystem.
To better understand the value it creates, operational data was analysed and combined with publicly available research and validated sources. Monotch translated these operational facts into measurable societal insights.
The result is the first edition of the UDAP Impact Report.
Looking beyond technical KPIs
Digital infrastructure is built to improve safety, accessibility, and traffic efficiency.
It is often measured in deployments, connections, and messages exchanged. Those numbers matter, but they don’t show what they mean for all stakeholders.
Governments, road authorities, and mobility professionals need more than operational statistics. They need evidence of the value these systems create.
The UDAP Impact Report provides that perspective by combining ecosystem performance with measurable societal outcomes.
Numbers tell the story
The first edition, based on operational data from March 2026, demonstrates both the scale of the ecosystem and the value it creates.
A connected ecosystem
- 4+ million connected road users
- 30+ billion real-time messages processed every month
Reliable digital infrastructure
- 100% message processing within 100 milliseconds
Faster emergency response
- 1,000+ hours estimated time saved through intelligent traffic light priority
Safer roads
- €2.07 million estimated annual societal savings through Emergency Vehicle Alerts alone
These figures represent more than technical performance. They show how digital infrastructure supports safer roads, faster emergency response, reliable information services, and more efficient mobility. With growing numbers of connected cyclists, fire trucks and freight carriers this impact will only grow.
Connected mobility is no longer a vision of the future. It is an operational digital infrastructure delivering measurable value every single day.
A recurring benchmark
This first edition marks the start of a recurring series that follows the growth of the UDAP ecosystem and the value it creates.
Future editions will continue to monitor Europe’s largest operational connected mobility ecosystem, providing transparent insights into its performance and societal impact while contributing to a more evidence-based discussion about digital infrastructure and connected mobility.
Digital infrastructure already creates value every day. Making that value visible is the next step towards evidence-based mobility policy, investment, and innovation.
The operational insights presented in the UDAP Impact Report are derived from TLEX®, the digital infrastructure foundation powering the UDAP ecosystem.
